Statement of Ethical Campaigning

El Paso County Republican Party

Americans deserve honest, respectful political campaigns and the election of candidates with integrity.  We believe an ideal code of ethical conduct will help achieve this goal.  Like all sincere Americans, we expect those among us who campaign to win our vote to adhere to the following code:
  1. To be honest and truthful.
  2. To demonstrate integrity.
  3. To act with respect.
We believe that the continued success of our American Republic is dependent upon the good moral character of its citizens and the high moral quality of our representatives. 
 
Therefore, we expect every Republican candidate, and we challenge every other candidate, to adhere to these ideals.

  • Follow-up to 8 Aug. Statement by Party Chair
  • Announces the release of a “Statement On Ethical Campaigning”
The El Paso County Republican Party Chairman, on August 8th, issued a statement establishing a goal of party unity and condemning dishonesty.

“Over the years we have seen divisive, dishonest attacks and damaging inferences. As we move forward, we will leave those political tactics – and anyone who utilizes them or will not disavow them - behind.”

“Our party will no longer tolerate false or misleading statements or innuendos. We will work vigorously to encourage all the candidates in a primary to hold themselves, their direct, and their indirect supporters accountable to a high standard of integrity.”

A distinguished group of individuals has met to advise the Chairman and the Party Leadership of the best course of action for the formation of a sound policy (list and biographies attached).  The conclusion of the policy formation is that the El Paso County Party will publish and uphold an “ideal code of ethical conduct.”  That ideal code is attached to this document.

This goal is optimistic and we recognize room for subjective disagreement and the vigorous presentation of different points of view. With this in mind, the Party will take action in cases
such as:
  • Statements factually untrue and/or not faithful to the context of the original statement.
  • “Conduct unbecoming” (e.g. stealing, trespassing, property destruction, etc.)
This position will be applied to all Republican Primary candidates for office, their campaigns, and organized efforts on their behalf. These shall include third party advocates including C4 organizations, 527 groups, PACs, and other indirect, independent, organized efforts on behalf of a campaign.

Said Greg Garcia, “A statement from this office only goes so far… it’s the people who have the power to hold fellow citizens running for public office accountable. Long journeys begin with the first step and our hope is that this ideal code of ethical conduct sets an appropriately high bar for those among us who campaign to win our vote.”

The advisory group included:

Duncan Bremer, Esq.
An attorney in private practice, Mr. Bremer is a former candidate for the 5th Congressional seat. His record as a public servant for El Paso County include eight years as a County Commissioner and various positions with a significant number of other civic boards and advisory groups.  He is also the founder and a current board member of a non-profit for children with disabilities.

Roberta Kraus, PhD.
Roberta Kraus, Ph.D., is a Senior Enterprise Associate for the Center for Creative Leadership.  She is on faculty for the Leadership Development Program and designer of the Leadership Development Program for Human Resource Managers.  Roberta facilitates custom client design and delivery of leadership development training in the area of individual, team and organizational performance issues for both profit and non-profit clients for the Center for Creative Leadership.  In addition, she recently was a keynote speaker at the 7th Annual Center for Creative Leadership Conference along with Rudy Giuliani and David Gergen.

John O’Keefe, M.D.
John O'Keeffe is a family practioner with a special interest in medical and social ethics. He has written on multiple topics to include ethics at the end of life, stem cell research, and cloning. John has also given presentations for youth and church groups on a variety of social ethics. John has practiced medicine in Colorado Springs for 17 years.

Mal Wakin, PhD.

Brig. Gen. Mal Wakin is a doctor of philosophy, an internationally known public speaker on ethics and serves on many ethics committees including the El Paso County Medical Society's Ethics Committee and the Pikes Peak Forum for Health Care Ethics. Wakin spent 41 years on active duty in the U.S. Air Force teaching philosophy at the U.S Air Force Academy.
