For First-time Voters in Colorado Registering to Vote by Mail


Requirements to vote:
  • You are 18 years old on or before the date of the election involved;
  • You are a U.S. citizen;
  • You are a resident of Colorado and of the precinct where you intent to vote for at least 30 days before the election;
  • You are a college and university student who claims residence in Colorado;
  • You must have a physical address, not a post office box;
  • You can register to vote if you are homeless if you have a mailing address, not a post office box or general delivery at a post office.  You may list a shelter address or a homeless service provider as your physical address; and
  • You can register to vote if you are on probation but not if you are on parole or serving a sentence in detention or confinement, including a correctional facility, jail, or other location.

You will need to provide a copy of one of the following forms of identification:
  • A valid Colorado driver’s license
  • A valid identification card issued by the Department of Revenue
  • A valid U.S. passport
  • A valid employee identification card with a photograph of the eligible elector issued by any branch, department, agency, or entity of the U.S. government or Colorado, or by any Colorado county, municipality, board, authority, or other political subdivision
  • A valid pilot’s license issued by the federal aviation administration or other authorized agency of the U.S.
  • A valid U.S. military identification card with a photograph
  • A copy of a current utility bill, bank statement, government check, paycheck, or other government document that shows the name and address of the elector. (A cable bill, a telephone bill, documentation from a public institution of higher education in Colorado containing at least the name, date of birth, and residence address of the student elector, or a paycheck from a government institution are sufficient forms of ID)
  • A valid Medicare or Medicaid card
  • A certified copy of a U.S. birth certificate
  • Certified documentation of naturalization
  • Or you may provide one of the following numbers (without providing a physical copy of the number): 
    • Valid Colorado Driver’s License number
    • Valid Colorado Department of Revenue Identification number
    • At least the four last digits of the voter’s Social Security number
